Can a District Magistrate act as factory inspector and issue a direction to seal machinery?

A District Magistrate is an Inspector for his district under Section 8(4). However, sealing of machinery constitutes a prohibitive or coercive step, valid only if authorized under Section 87A or through specific State Government delegation.
