Can a senior man be Presiding Officer of the IC if no senior women exists?

ICC cannot stop an ongoing inquiry on the basis of a verbal/private compromise.
The ICC can stop only when:
1.The woman formally requested conciliation, and
2.ICC carried it out before inquiry, and
3.Settlement was officially recorded in writing.
