No, the Disciplinary Authority (DA) should not act as the Presenting Officer (PO) in a domestic enquiry. Doing so violates the principles of natural justice, specifically the rule against bias and conflict of interest ("nemo judex in causa sua" no one should be a judge in their own cause).
