Company has 500 employees, all earning >Rs.25K/ month, can it legally pay wages after 7th day of the wage period as per Payment of Wages Act?

​Yes. Where all 500 employees earn more than ₹25,000 per month, the Payment of Wages Act, 1936 does not apply, because its scope is limited to employees earning up to ₹24,000 per month as per the latest notification under the Act.
