Is it correct under Karnataka Factories Rules that max load for 2+ workers = individual limit x number of persons lifting together?

Under Rule 66(2) of the Karnataka Factories Rules, the maximum load = lowest individual limit × number of persons, not the maximum. 
Example: 1 adult male (50 kg) + 1 adult female (30 kg) → 60 kg, not 100 kg.
