Overtime is paid at 150% of normal wage instead of double for the factory workers. Is this complaint if workers gave written consent?

No,  it is not compliant.
Section 59 of the Factories Act mandates overtime wages at twice the ordinary rate.
It is a statutory right, not a negotiable term.
